The Local sent questions to both candidates seeking the seat, incumbent Hyland “Buddy” Fowler and Ashland resident and educator Rachel Levy. Both received identical questionnaires and provided diligent and responsive answers to the questions.

Background: Daughter of two civil rights attorneys and longtime member of the Hanover Democratic Committee, leader of the group Together Hanover, and a member of the Hanover NAACP. Jury commissioner for the Ashland District of Hanover. Ph.D. in education. Recognized as one of six Vox Populi (“people not afraid to speak up, and act out, for local causes they believe in”) by Richmond Magazine in 2015

The challenger for the 55th District seat is Democrat Rachel Levy, who lives in Ashland with her husband and their three children. The 48-year-old school teacher, the daughter of civil rights attorneys, champions herself as a “nationally recognized public education advocate.” On her campaign website, Levy says she is running in the Nov. 2 election because the district “deserves independent-minded, principled, service-oriented, and competent representation” for everyone

Rachel Levy, a Caroline High School government teacher and Democratic candidate for the 55th District House of Delegates seat, was on hand at the event. Levy, who is challenging Republican incumbent Buddy Fowler for the seat representing parts of Caroline, Spotsylvania and Hanover County, said early voting is “crucial” because it allows more people to engage in the process

Rachel Levy, running as a Democrat for the House of Delegates in the conservative 55th District, "said the sign reflects a typical attitude “that if you’re not a conservative or don’t fall in line with their beliefs, then they say you’re not from here or that you don’t live here or that you don’t belong here. Which, as you know better than anyone, is what they say about Black people and is the essence of birtherism.”

“As a mother, teacher, and advocate, I run with my own children and family in mind and to improve the lives of ALL Virginia children and families. As a mother, I felt helpless when my child was diagnosed with Type 1 diabetes six years ago, but then I realized there were legislative solutions. As a private citizen, I fought with other parent advocates for the passage of the insulin cap bill to lower and cap insulin prices at $50 dollars, and we were successful. But that was just a small drop in the bucket. There is so much more I can do,” said Rachel Levy, who is running for Virginia House of Delegates District 55.
